Rebekah Hanley is Oregon Law’s 2023-24 Galen Scholar in Legal Writing. In this capacity, she is spending the year studying generative artificial intelligence and its impact on law school teaching and the practice of law, building on earlier articles on related topics. Professor Hanley is the recipient of the 2020 Orlando J. Hollis Teaching Award, the law school's highest recognition of teaching excellence.
Professor Hanley has been a faculty member at the University of Oregon School of Law since 2004, teaching 1L and upper-level legal research and writing courses along with the school’s required professional responsibility course. She also served as the school’s Assistant Dean for Career Planning and Professional Development for four years. Earlier in her career, Professor Hanley clerked for the Honorable Dean D. Pregerson in the Central District of California; practiced law in Los Angeles with Munger, Tolles & Olson; and later clerked for the Honorable Harry Pregerson, United States Circuit Judge for the Ninth Circuit Court of Appeals.

Wealth planning and preservation are central to Todd’s practice. Partnership Tax “Hacks”

Paul is the Chief Tax Strategist for Northern Trust Wealth Management. In this role, he leads research and strategy development as it relates to tax issues and wealth planning. Paul specializes in advising and consulting with ultra-high-net-worth families and their businesses, with a focus on complex income, transfer, and international tax issues.

Prior to joining Northern Trust in 2015, Paul served as National Managing Director of Bernstein Global Wealth Management in New York. He began his career practicing law and became a partner in the Tax, Estate Planning and Wealth Protection Group at Smith, Gambrell & Russell, LLP in Atlanta.

He received his J.D. and LLM (Taxation) degrees, with honors, from Emory University School of Law, and B.A. degrees, cum laude, in English and Chemistry from Cornell University.

Paul is a Fellow of The American College of Trust and Estate Counsel and has been inducted into the NAEPC Estate Planning Hall of Fame® and designated an Accredited Estate Planner® (Distinguished). He served as the American Bar Association Advisor to the Uniform Law Commission Uniform Fiduciary Income and Principal Act. He has spoken at the Heckerling Institute on Estate Planning, ACTEC National Meeting, Southern Federal Tax Institute, USC Institute on Federal Taxation, Notre Dame Tax and Estate Planning Institute, AICPA National Tax Conference, and the AICPA Advanced Estate Planning Conference. His articles have been published by The ACTEC Law Journal, Tax Notes Federal, Tax Notes International, BNA Tax Management Estates, Gifts & Trusts Journal, BNA Tax Management Memorandum, Estate Planning Journal, Trusts & Estates, Estate Planning & Community Property Law Journal, The Practical Tax Lawyer, Major Tax Planning, and the Emory Law Journal. Paul co-authored the law review article, "Retaining, Sustaining and Obtaining Basis," which was awarded Outstanding Law Review Article in 2016 by the Texas Bar Foundation.

He is a member of the Advisory Committee for the Heckerling Institute on Estate Planning, Bloomberg BNA Estates, Gifts and Trusts Advisory Board, and the University of Florida Tax Institute Advisory Board.

Managing Director, Tax Policy Services, PwC US

Mark Prater is a Managing Director in the Tax Policy Services (TPS) group of PwC’s Washington National Tax Services (WNTS) practice. In his role, Mark advises clients with respect to tax policy issues and tax legislation with a concentration on the Tax Cuts and Jobs Act of 2017.

Prior to joining PwC Mark served as a Chief Tax Counsel and later a Deputy Staff Director on the Republican staff of the Senate Finance Committee. Mark was selected as Staff Director for the Joint Select Committee on Deficit Reduction, (“JSCDR”) i.e. the Super Committee.

Mark Prater graduated from Portland State University with a B.S. in accounting and obtained a J.D. from Willamette University and an LL.M. in Taxation from the University of Florida.

Federal Tax Update

Professor Donaldson is the Director of Curriculum and professor of law at Georgia State University College of Law. Prior to joining the College of Law in 2012, Professor Donaldson was on the faculty at the University of Washington School of Law in Seattle for 13 years. During his tenure at the University of Washington, he was a five-time recipient of the Philip A. Trautman Professor of the Year award from the School of Law's Student Bar Association. Professor Donaldson served for two years as Associate Dean for Academic Administration and for six years as the Director of the law school's Graduate Program in Taxation.

Professor Donaldson teaches a number of tax and estate planning courses, as well as courses in the areas of property, commercial law and professional responsibility. He is a nationally recognized speaker on federal taxation and estate planning at professional conferences and continuing education seminars.

Professor Donaldson is an Academic Fellow of the American College of Trust and Estate Counsel (ACTEC) and a member of the Bar in Washington, Oregon, and Arizona. Among his scholarly works, he is a co-author of the popular West casebook, Federal Income Tax: A Contemporary Approach, and a co-author of the Price on Contemporary Estate Planning treatise published by Wolters Kluwer.

Professor Donaldson has served as the Harry R. Horrow Visiting Professor of International Law at Northwestern University and a Visiting Assistant Professor at the University of Florida Levin College of Law.

Partnerships and the BBA

Jenni is a managing director in Citrin Cooperman’s National Tax Office and has over two decades of combined legal and accounting experience. Jenni has extensive experience dealing with complex tax issues, including partnership audit procedures under the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) and the Bipartisan Budget Act of 2015 (BBA), the interaction between TEFRA and collection due process (CDP) procedures, and disclosure issues involving section 6103, the Privacy Act, and the Freedom of Information Act (FOIA).

Prior to Citrin Cooperman, Jenni was senior counsel for the Internal Revenue Service’s (IRS) Office of Chief Counsel in the Procedure and Administration Division. Jenni served as the primary resource for both BBA and TEFRA matters and was essential in implementing the BBA regime, including developing policy, interpreting statutes, authoring regulations, reviewing and creating new forms, and assisting in developing internal procedures to perform examinations under the BBA.

In her time at the IRS, Jenni was the recipient of many national awards, including four Commissioner Awards, a Chief Counsel award, two Large Business and International (LB&I) division awards, two national team awards, and an individual merit award from the Office of Fraud Enforcement.
